New Zealand Growth Capital Partners (NZGCP), a Crown-owned entity established by the New Zealand Government in 2002, plays a pivotal role in fostering a dynamic early-stage investment ecosystem across Aotearoa. Formerly known as the New Zealand Venture Investment Fund (NZVIF), NZGCP's core purpose is to support and accelerate the growth of Kiwi technology businesses and their investors, with an overarching vision for a vibrant and self-sustaining capital market. NZGCP is dedicated to unlocking innovation and growth capital for New Zealand companies by stimulating private investment into the sector.

The organisation operates two key investment vehicles designed to address different stages of the startup funding journey. The Aspire NZ Seed Fund directly invests in early-stage Kiwi technology startups at the proof of concept, seed, and early expansion stages, often alongside angel and other early-stage investors. Complementing this, the Elevate NZ Venture Fund is a government-funded $300 million fund-of-funds programme. Elevate strategically invests into venture capital funds to fill the crucial Series A and B capital gap for high-growth New Zealand tech companies, thereby developing the country's venture capital sector.

Beyond direct and indirect investment, NZGCP is actively involved in a range of market development initiatives aimed at improving investor capability and fostering a stronger pipeline of quality early-stage companies. These initiatives include sponsorships, programmes, and events in collaboration with ecosystem partners such as New Zealand Private Capital and the Angel Association of New Zealand. By 2023, the Elevate fund had successfully reached its target of catalyzing $1 billion of public and private capital into the New Zealand venture capital industry, demonstrating significant impact.

NZGCP's leadership team is committed to this vision, with James Pinner serving as Chief Executive Officer from January 2026, having previously established the Elevate fund and acted as Chief Investment Officer. The Board is chaired by Annabel Cotton, an experienced governor with extensive knowledge of public sector boards and the financial services industry, supported by Deputy Chair Steve O'Connor. NZGCP aims to see $5 billion invested in local high-growth startups over the next five years, underscoring its ambition to further amplify New Zealand's innovation economy and contribute to national economic prosperity.
