Breakthrough Victoria

Breakthrough Victoria is an independent investment company established by the Victorian Government in 2021, tasked with managing a substantial $2 billion fund over a ten-year period. Its core mission is to catalyse innovation and transform the Victorian economy by investing in and supporting the successful commercialisation of intellectual property and research. Unlike traditional venture capital firms, Breakthrough Victoria operates with a patient capital model, taking a long-term view to foster sustainable economic growth, job creation, and positive environmental and social impact across the state.

The entity provides flexible forms of funding, including convertible grants, equity, commercial support, convertible loans, and debt, often co-investing with institutional partners. This approach aims to bridge critical funding gaps, particularly for deep tech and research-driven ventures that may struggle to attract traditional capital. Breakthrough Victoria is committed to ensuring that promising Australian technologies do not solely rely on international investors, thereby building sovereign capability in vital industries such as medtech, biotech, clean energy, and advanced manufacturing.

Breakthrough Victoria actively supports businesses across all stages of growth, from early-stage research translation and pre-seed initiatives to venture capital and growth capital for more mature companies. They also invest in university partnerships, such as the $100 million University Innovation Platform, and a $7.5 million Fellowship Program, designed to move life-changing research from the lab to the market and cultivate the next generation of startup founders from Victorian universities. By June 2025, Breakthrough Victoria had committed $480.7 million across 77 investment approvals, leveraging over $1.3 billion in additional capital, demonstrating their significant role as a magnet for private investment in Victoria.

Leadership at Breakthrough Victoria includes The Honourable John Brumby AO as Chair, a respected figure known for his extensive public service as a former Premier and Treasurer of Victoria, bringing considerable experience in economic management and innovation. Rod Bristow serves as Chief Executive Officer, appointed in February 2025. With over 30 years of experience in finance, investment, and environmental markets, including a tenure as CEO of VC firm Investible, Bristow is focused on driving the fund's growth, identifying mission-aligned founders, and supporting successful exits to ensure a strong capital recycling model.
